question about monthly Torah service: when you say once a month do you mean by the Roman calendar or by the new moon?

For the sake of simplicity we hold schedule our Torah services on the western calendar. We have tried scheduling events (other than the moedim) but it resulted in tremendous confusion. If was have to define “month” every time we use the word, well, you get the picture.
